How Do I Know How Many Continuing Education Hours I Will Need To Renew My License?

The new changes to CE Rule 53 provide that new resident agents will be required to obtain 40 hours of continuing education. Starting with the fourth 2year renewal period, and for those who have been in the insurance business longer than six (6) years, the requirement is 12 hours of education for each line of insurance carried by the agent for each successive renewal period.
There are four lines of insurance that require continuing education. The lines of insurance are: life, disability, property, and casualty. The CE requirement for one or more lines of insurance is listed below.
One line requires (12) hours.
Two lines require (24) hours.
Three lines require (36) hours.
Four lines require (40) hours.
An individual can carry over up to 50% of their continuing education requirement. There is NO CE requirement for sub lines such as Variable or limited lines such as Credit Life & Disability, Travel Ticket, Involuntary Unemployment, Credit property or Vehicle Physical Damage.
Credits must be earned within the licensing period. CE credits will only be given for Idaho approved courses. A continuing education statement (printed on the reverse side of the renewal application) must be completed at the time of license renewal and submitted with the renewal fees by the agent, broker or consultant. The Individual Certificate of Completion (Exhibit C) does not need to be submitted, however, it should be kept for record and audit purposes for at least three years.

How Do I Renew My License?

Beginning January 1, 2002, the Department of Insurance (DOI) will be offering Producers, Surplus Lines Brokers, Adjusters and Third Party Administrators the opportunity to renew their licenses online. Beginning in November, 2001, the DOI will send a renewal letter to those licensees whose license expires in January, 2001, containing specific information and instructions as to the procedure for the online renewal. Individuals who hold a Title Insurance Agent license must complete a mailin renewal application, even if they also have a producer license. The Title Agents are required to sign and submit additional forms with their annual renewal, therefore, they will have to renew their licenses as they have in the past.
All licensees that are eligible may renew online, but they are not required to do so. They may still renew their licenses via mailin as they do now. If a licensee chooses to renew online, there will be a $5.00 "convenience fee" charged, ($8.00 for a late renewal), in addition to the regular renewal fee. You may use either a VISA or MasterCard to pay your license fees.
The online renewal system will also allow individuals to update home, business and mailing address information, telephone numbers, fax numbers and email addresses.
For resident producers that require Continuing Education credits to renew their license, the online renewal system will require them to enter Continuing Education credits showing the course title, course number, date completed, course provider and credit hours. All of this information is available from the Certificate of Course Completion received by the producer when the course is completed.
Once the transaction has been accepted and processed, the individual will have the option of printing their new license on their own printer, or they may elect to have the DOI print a new license certificate and mail it to them. The license will be renewed for the standard period of time set by law, usually for a twoyear period. If you have any questions, you may contact the Department of Insurance at 2083344250.

What Are The General Requirements For Licensure In The State Of Idaho?

Effective July 1, 2001 the Producer Licensing Bill, HB35, will become law. This is a major change to Idaho's licensing laws. The following is a list of some of the changes that will occur:

Agent, Broker and Consultant licenses will be converted to a single Producer license. The law defines all individuals who sell, solicit or negotiate insurance or annuity products as "producers."
The law states that if an individual or firm is a licensed producer appointed by an insurer, that individual is acting as an agent for the insurer. If the licensed producer is not appointed, he or she would be acting as a broker on behalf of a client.
There will no longer be a requirement to have an appointment prior to initial licensing. In addition, appointing companies are not required to do a background check under Idaho law.
There is no requirement for a Producer to carry a bond under the new law.
When acting as a Producer, the new law does not allow for the charging of any fees in addition to, and outside of, the premium, as stated in the contract of insurance.
Effective July 1, 2001, the fee for a new producer's license and for the biennial renewal of the license will be a flat fee of $80.00.
Fees for letters of certification or clearance will no longer be charged. However, if a Producer applies for a license in a state that has passed the Producer Licensing Model Law, the state will use the NAIC Producer Data Base to verify licensing status and paper certification will not be required.
If a Producer is acting as an agent for an insurer, the Producer must be appointed within 15 days of date of the contract or the writing of the initial insurance application. The requirements of the Idaho Code regarding surplus lines brokers remain unchanged.
