Are There Any Pre-Licensing Examinations That I Must First Take?

Each license listed below requires an applicant to take and pass and examination:

General agent
Subagent
Solicitor
Adjuster
Nonresident agent or broker
Managing general agent
Reinsurance intermediary

Assessment Systems Inc. or ASI is the Administrator of insurance licensing examinations in Hawaii. The examinations that ASI administers are: adjuster, life, accident and health, property, casualty and surety. Candidates may take up to two examinations at one examination session with the exception of the Adjuster examination, which must be taken separately. Candidates may make a reservation by:

calling ASI Customer Care at (800) 2742608
faxing the Fax Reservation Form to ASI at (888) 2046291

Candidates should make a reservation by phone at least three (3) business days before the desired examination date, or by fax or on the Web at least four (4) days before the desired examination date. Exams are given on Kauai, Oahu, Maui, and the Big Island. The examination fee is $75. Candidates who pass the examination will receive a score report that includes information on how to apply for a license.

The Hawaii Insurance Division does not require a specific program of prelicensing education, or otherwise prescreen testing candidates.

What Are The License Application Procedures?

The specific requirements and forms needed depend upon the type of license you are attempting to acquire. The following information outlines the requirements for various types of licenses. This information is contained in the Licensing Examination Candidate Handbook

An applicant must submit the following to the Hawaii Insurance Division:

Resident General Agent:

Application for General Agent License Form 401 (one copy);
Notice of Appointment of General Agent Form 402/404 (two copies), reflecting appointment by an insurer;
Original ASI passing score report;
Affidavit Form 4 (one copy);
Clearance letter If the applicant has previously held any resident insurance license in any state or states other than Hawaii, an original signed and sealed letter of clearance issued by the state insurance department of each state in which the applicant was previously licensed must accompany the Hawaii license application;
Remit applicable license fees; and
Corporate licenses:
1. Evidence of approved registration with state Department of Commerce & Consumer Affairs Business Registration Division;
2. Copy of filed Articles of Incorporation;
3. Name a Qualified Designated Representative;
4. Letter signed by an officer of Corporation if Designated Representative is not an officer of Corporation, listing job duties, responsibilities and title (position) empowering Designated Representative to operate this agency as if it was their own; and
5. Letter signed by the qualified resident individual(s) acknowledging and accepting the duties and responsibilities of this position.
Additional requirements for Corporate licenses; refer to Section 431:9213, Hawaii Revised Statutes (HRS).

Resident Subagent:

Application for Subagent License Form 501 (one copy);
Notice of Appointment of Subagent Form 502 (two copies), reflecting appointment by a general agent or domestic insurer;
Original ASI passing score report;
Affidavit Form 4 (one copy);
Clearance letter Same as #5 under Resident General Agent procedures;
Remit applicable license fees;
Corporate licenses Same as #7 under Resident General Agent procedures.

Solicitor:

Notice of Appointment of Solicitor Form 602 (three copies);
Original ASI passing score report;
Affidavit Form 4 (one copy);
Clearance letter Same as #5 under Resident General Agent procedures; and
Remit applicable license fees.

Adjuster:

Application for Adjuster`s License Form 106 (one copy);
Affidavit Form 4 (one copy);
Original ASI Adjuster passing score report; and
Remit applicable license fees.

Nonresident Agent:

Application for Nonresident Agent License Form 109;
Original ASI passing score report;
Affidavit Form 4 NR (one copy);
Power of Attorney Form 103;
Letter of Certification from home state; and
Remit applicable license fees.

What Types Of Licenses Does The Insurance Division Issue?

Insurance companies doing business in Hawaii must be licensed by the Insurance Division of the State Department of Commerce and Consumer Affairs. Insurance agents selling insurance in Hawaii must also be licensed by the Insurance Division.

The Hawaii Insurance Division issues the following type of licenses:

General Agent
Subagent
Solicitor
Nonresident agent or broker
Independent adjuster
Public adjuster
Managing general agent
Reinsurance intermediary
Workers` Compensation claims adjuster`s limited license
Limited licenses issued pursuant to 431:9214, HRS

Insurance companies applying for a Certificate of Authority must use the NAIC`s Uniform Certificate of Authority Application (UCAA).

The UCAA consists of the Primary Application and the Expansion Application. The Primary Application should be used by newly formed Hawaii insurance companies seeking a Hawaii Certificate of Authority and for insurers, not currently admitted in Hawaii, wishing to redomesticate to Hawaii. The Expansion Application should be used by all other insurance companies already licensed in another state and seeking a Hawaii Certificate of Authority.

You may obtain licensing information from the Insurance Division of the Hawaii Department of Commerce and Consumer Affairs. The Licensing Branch oversees the examination process and issues licenses to qualified applicants for solicitor, general agent, subagent, nonresident and adjuster licenses; and maintains records of the licensees. The Licensing Branch also provides support services to the Financial Surveillance and Examination Branch in issuing and amending Certificates of Authority and the maintenance of these records. The Licensing Branch is responsible for renewal notifications, processing of remittance checks, confirmation and cancellation of these insurance licenses.
