How Do I Know How Many Continuing Education Hours I Will Need To Renew My License?

Continuing Education requirements must be maintained in order to continue your license. Failure to meet the continuing education requirements can result in penalties up to and including suspension of license and/or $2,000 fine.

All resident licensees required to fulfill continuing education requirements shall complete twenty (20) credit hours of Department approved education subjects, four (4) of which shall be in ethics subjects during each biennium reporting period. Limited representatives and Adjusters shall be required to fulfill ten (10) credit hours of Department approved education subjects, four (4) of which shall be in ethics subjects during each biennium reporting period. All resident licensees subject to this regulation shall file with the Department a copy of their completed course report forms. Course report form CE4(s) must be received on or before March 20th following the preceding biennium compliance date.

The following exemptions apply to the continuing education requirements:

Agents licensed for the lines of title insurance or public carrier insurance.
Fraternal Agents.
Interim Agents.

How Do I Obtain Home State Certification?

The Delaware Insurance Department will provide home state certification along with other administrative support services including duplicate licenses, clearance letters, or a printout of an agent`s record. All requests should be forwarded to the Insurance Department with your name and social security number.

What Are The General Requirements For Licensure In The State Of Delaware?

Be at least 18 years old
Be competent, trustworthy, financially responsible, and of good reputation
Demonstrate competence to act as to the type of license and line(s) of authority applied for by successfully completing the qualification examination approved by the Commissioner
Agents and Fraternal Representatives only: file at least one request for appointment by an authorized insurer
Certify that the Certificate of Authority will not be used primarily for controlled business
Pay to the Department all required fees

CERTIFICATE OF AUTHORITY (LICENSE)
Any individual or business entity desiring to serve the consumers of Delaware as an insurance agent, broker, surplus lines broker, fraternal representative, consultant, adjuster or motor vehicle appraiser must attain a Certificate of Authority from the Department of Insurance. The Certificate of Authority is permanent, subject to compliance with continuing education requirements. Nonresidents who must meet home state continuing education requirements are requested to certify annually upon notification from the Department, that their home state licenses are current and in good standing.

APPOINTMENT
Individuals applying for licensure as an agent or fraternal representative must submit a request for appointment by at least one authorized insurer. Once approved, appointments are permanent, need never be renewed, and will remain in effect until terminated by either the licensee or insurer. A licensed agent or fraternal representative may be appointed by an unlimited number of insurers. Failure to be appointed by at least one insurer for a period of one year for a specific line of authority will result in cancellation of the Certificate of Authority.

What Do I Do If I Am A Non-Resident Licensee?

All nonresident licensees shall file a home state letter of certification not more than ninety (90) days old when received by the Commissioner, which provides evidence of license status and compliance with continuing education requirements in his or her state of residence. The filing requirement for nonresidents shall be on odd years with a deadline date of February 28th every odd year beginning in year 1999. The Department will send renewal notices to all nonresident licensees at least ninety (90) days before the end of the biennium. Nonresidents may request a thirty (30) day extension to file for renewal provided it is in writing to the Commissioner at least thirty (30) days prior to the biennium deadline and shall provide evidence of seeking a home state letter of certification.

What Do I Need To Do If I Have An Address Or Name Change Or If I Change Agencies?

Report any change in address or name to the Insurance Department within thirty (30) days of the change. Forward your original permanent license along with your request for a name change. Keep a photocopy for your own records during the period of your request. The Insurance Department will issue you a corrected license. There is no fee for this service. The Insurance Department should be notified immediately if you change agencies.
