I Want To Breed Purebreds, But I Am Unsure About The Other Dog. Can I Force The Other Dog Owner To Show Proof Of The Breed?

Yes. Any owner or keeper of a registered male animal who charges a fee to breed is required to present a breeding certificate, giving the name and register number of the animal, and the date of the breeding. The information must be consistent with the form provided by the breeder's association with which the registered animal is registered with. If the breeder fails to provide this certificate, the breeder is guilty of a misdemeanor, punishable by a fine of not more than fifty ($50) dollars.
