No. It is illegal to let your hogs and other farm animals roam freely. If the animal is discovered, then local officials are authorized to take custody of the animal, and have you pay for the boarding costs. If afterwards, you do not pick up the animal, it will be auctioned at a livestock market, with proceeds being allocated to the local county treasurer.
